Luang Prabang on the banks of the Mekong River is the former capital of the Kingdom of Laos and continued to be so until the Pathet Lao took over the country in 1975. The town is a UNESCO World Heritage Site and retains its charm with a mixture of Buddhist temples and old French colonial buildings. It is small enough to walk around, being partially enclosed by the Nam Khan tributary river. You can get there by plane (not cheap), by river from Thailand, or by bus from Vientiane via Vang Vieng on Highway 13.
